About the Role
We are seeking an experienced Compliance Manager to join a dynamic digital financial services organization. This is a critical role that requires an independent, self-motivated professional who can drive compliance initiatives across the organization while maintaining strong relationships with regulatory bodies, particularly the Monetary Authority of Singapore (MAS).
Key Responsibilities
Payment Services & Regulatory Compliance
- Lead and manage comprehensive compliance programs ensuring adherence to MAS regulations and guidelines
- Develop, implement, and maintain robust compliance frameworks across all business functions
- Conduct regular risk assessments and implement appropriate risk mitigation strategies
- Monitor regulatory developments and assess impact on business operations
- Ensure compliance with anti-money laundering (AML) and countering the financing of terrorism (CFT) requirements
- Oversee third-party risk management and vendor due diligence processes
Stakeholder Management & Communication
- Serve as primary liaison with MAS and other regulatory authorities
- Build and maintain strong working relationships with regulators through proactive engagement
- Prepare and submit regulatory filings, reports, and notifications in a timely manner
- Represent the organization in regulatory meetings, examinations, and consultations
- Communicate compliance requirements and updates to senior management and business units
Project Leadership & Strategic Initiatives
- Drive compliance-related projects from conception to completion with minimal supervision
- Lead cross-functional teams to implement new regulatory requirements
- Develop and execute compliance strategies that support business growth objectives
- Manage multiple high-priority initiatives simultaneously while meeting strict deadlines
- Provide strategic guidance on new product launches and business expansion plans
Policy Development & Training
- Create and maintain comprehensive compliance policies and procedures
- Develop and deliver compliance training programs for staff at all levels
- Establish compliance monitoring and testing programs
- Implement effective governance structures and reporting mechanisms
- Ensure adequate compliance resources and capabilities across the organization
Reporting & Documentation
- Prepare detailed compliance reports for senior management and board committees
- Maintain accurate compliance records and documentation for regulatory purposes
- Monitor compliance metrics and key performance indicators
- Conduct compliance audits and coordinate with internal/external auditors
Required Qualifications
Experience & Background
- 8-12 years of progressive compliance experience in financial services
- Proven track record of working with Singapore’s regulatory environment, particularly MAS
- Direct experience in digital financial services, fintech, or similar regulated industries
- Strong project management experience with ability to deliver complex initiatives independently
- Previous experience managing regulatory relationships and examinations
Technical Skills & Knowledge
- Deep understanding of Singapore financial services regulations and MAS guidelines
- Comprehensive knowledge of AML/CFT requirements and implementation
- Experience with risk management frameworks and methodologies
- Proficiency in compliance monitoring and reporting systems
- Strong analytical skills with ability to interpret complex regulatory requirements

- Experience with digital payment services, cryptocurrency, or emerging financial technologies
- Previous experience in a senior compliance role within a fast-growing organization
- Knowledge of international regulatory frameworks and cross-border compliance requirements
